I think it can be best described through his first scene. Nobody around him knew about SP, or what was going on, not even himself. His first character defining moment is him revealing that he wasn't okay with what he thought was an evil spirit possessing him, and was trying to do what was best for the people around him. When Holly came running in, and Jotaro snapped at her, viewers kinda took it as "geez wtf he's so rude" But you have to realize. All he knows in the situation, is that SP has been doing rough things, and he doesn't want his mother to indirectly be hurt, so he tries to stop her from proceeding. Ofc his way of going about it was very rude, but that's just where his cold side comes in. He's trying his best in the situation to stop needless harm to innocent people, but he doesn't know how to go about it, or how to ask for help, which is a flaw and makes him kinda more human. He even risks shooting himself, to either prove a point, or to prevent harm. He was unaware of what would happen. All in all, He wants to protect people, but also doesn't feel a need to show emotions. He pushes people away to protect them, without any consideration of his own well-being. Thus making him a conflicted, yet genuine character nonetheless.

which i get it it's a fighting show

of course that's going to work

but it doesn't allow him to grow as a character

I think it's partly intentional that he can only go the route of anger. It shows how truly flawed he is. I think a Jotaro breaking character scene would be interesting. But it's not his mindset. He only goes out of his way to try and do the right thing, leaving himself to look cold. But it's a sacrifice he feels he must take to keep people out of harm
