I was referring more to its short range (in terms of activation). You have to get really close to your target to use the ability. Against a lot of stand users its not very effective, hell most stand users are very upfront about their abilities and like to use big strong attacks against their opponents. However, I find Jobin is unique in the way that he's not much of a direct fighter with Speed King, more, he is observant and quickly subdues people using his ability before they can react.

Yeah I get it, in a direct fight against an unknown opponent he would be in a tough spot, but if we look into the other side of the coin we see that he is kinda an expert in defeating others from a long range with full knowledge of their identity. His ability lasts forever so you the potential is limitless, knowing if a certain object is in the possession of your enemy leads to an insta win. It's a very op stand, if used correctly.

How is it "random" if its literally a projection of yourself. Yes, sometimes Araki doesnt give minor characters a huge correlation between their abilities and themselves, though I'd just explain it as not having enough screentime for that factor to be fully realized, but there still are plenty of minor characters who's abilities make sense for the type of person they are.
A stand and user are one in the same, their abilities ultimately should reflect the user.
