i think its just the literal freezing of time when its used on dio we see his movements start to freeze and its commented by him that he cannot move vice versa with jotaro where he can move for a limited amount of time but his movements freeze if it was just super speed there shouldn't be a need for the 8 second limit. at least that's what i think
