tl;dr The trigger for the HD's stand is whatever you think the trigger is, and it doesn't start dealing serious damage until you think up a trigger
I think tooru's stand was possibly knocking stuff into Josuke and Co. until they thought it was caused by chasing the HD, and then it was when that same stand appeared behind them that they thought that, maybe, just thinking about it triggers it
So step 1 to the HD's plan is to trick someone into guessing the nature of his stand somehow
