dio is a very calm, content, smart person. he acts enraged once his "peace of mind" is breached.
you can see this by comparing his scenes alone in the mansion, such as with hol horse or vanilla ice
and especially with pucci
however, when that "peace of mind" gets invaded, thats when he loses that sense
take from how dio acts before he sees that jotaro can invade his world of stopped time until after
jotaro having the ability to stop time was invading his "peace of mind"
even with johnathan, we can see it. the way he communicates with johnathan from afar, in the burning mansion, in the graveyard, at the final castle
but when he loses that peace of mind, like when he gets set on fire, or gets shot in the eye with the rose
dire hitting dio with a rose and scarring him directly invaded his peace of mind, and he revealed his malicious, enraged, brutal self afterwards.
heaven would allow not only dio but all of humanity align with that "peace of mind". the reset universe created by made in heaven would give all living beings the ability to see their own fate, and giving them resolution and "peace of mind"
