Part 8 has no main villain, because if it did then they would be introduced by now. The main villain is the circumstances that all the characters find themselves in and this is Araki trying to branch out and try a different story formula
Jobin is the main villain and he and Josuke fight once the Rokakakas are harvested. Speed King turns out to be deadlier than originally anticipated due to Jobin's ability to affect someone simply by speaking to them (Makurin) or his stand evolves like how Paper Moon is evolving.
The Head Doctor turns out to have some powerful stand ability that we haven't really seen yet and he's the main villain.

I know it's wrong to judge too early but I take it into consideration that Jobin was introduced way earlier than Satoru Akefu, and we know his backstory, way of thinking and such.
Satoru Akefu as of now CAN have an amazing stand if the one we saw is Tohru's and the only thing that makes him qualify as of now is his position, a head doctor.
But the thing here is I see that both Jobin and Josuke's groups will collide. Theoretically the rock humans don't even need the new Rokakaka but those two groups are in need of it in the same way. @minor ore
