There’s numerous factions at play currently. Josuke/Yasuho/Rai is the main one, though Rai has said numerous times that his true loyalty is with Norisuke and he’s only working with them as long as it’s of benefit to Norisuke. Norisuke has the interests of his family at heart, but doesn’t actively want anyone else to get hurt. Jobin is another side, he’s currently got Kaato and Tsurugi with him and probably Mitsuba, though she knows more than he thinks she does. The Rock Doctors are another faction completely, although they only have one member left. And now we have Sasame and Makorin, who want to ruin the Higashikata’s reputation and livelihoods, then buy their land dirt cheap to build a casino on since it’s lucky land and very good quality for foundations.
