Kyo wasn't deleted from the actual photo, it was just a representation of the Higashikata Family through Tsurugi's eyes
It was during the narration of Tsurugi's evolution, so Araki most likely reused that image to represent the family, and since Tsurugi doesn't have any real relationship with Kyo it makes sense why she doesn't appear
