So if a cookie can't be set the browser will tell you with a warning afaik. Doesn't make much sense that one cookie can be set, while the other can't. Perhaps you've missed some steps during installation.
I'd recommend to setup try the Breeze starter kit (https://laravel.com/docs/10.x/starter-kits#breeze-and-next), just so you can verify that works and it's not some sort of really strict browser setting / plugin that's blocking some of your cookies.
