Why would you? You'd then already be behind on updates, as it'll only receive bugfixes (for a short time) and security fixes.
Yes. The “best” version is always the most recent version. Don’t deliberately create projects using old versions.
Because then you’ll be the person in ~2 years going “so I have a project in Laravel 9 but haven’t had chance to update to Laravel 12 yet…”
