Pretty sure it worked in the way you described in Vanilla, so I think the change was fully intentional to allow more kiting and make pulling enemies into hazards you don't walk into yourself trickier
Changing this back would massively affect the game for playstyles not focusing on melee combat which means all of high chal. Also this is crucial if you get a bad goo map on badder bosses
