How do i upload mod to Steam Workshop from non-steam version?

I have a steam version so I'm not sure what it looks like on your end - if you open the menu for your mod in the remix menu there should be a little upload arrow in the top right? If it's there, clicking it should a steam workshop upload page. It would obviously require a steam account to upload but I honestly have no idea whether you need to own the game to upload workshop content for it
