I just arrived at the memory crypts with my Survivor. There were no Miros Birds. I have the DLC and had the Remix, Extra Slugcats, and Expedition mods activated.
I tried playing with the settings and then deactivating/reactivating the mods. In some of the configurations, one to three birds spawned, but that was it, and the route was still primarily empty.
