I know, I passed it. I was at level 15, legendary.

Yes that's what I mean once you get past 15 you got to Legend Levels starting from 1. That pentagon around your level means you're bronze legend 1 now and your weapons will scale to that when you enhance them again. I can only assume you did something to level up past 15.

That is strange. I havent known legend levels being taken away before.

I'd suggest putting in a ticket unless anyone else has any ideas.
