I did the whole quest. I got back to the safe house, found Max and the letter. After the cutscene of me retrieving the crossbow, I looked in my inventory and it wasn't there because my inventory was full.

Did it go to your stash

usually when you pick up an item and your inv is full it will go to your stash or replace an item and send that to you stash

I dont think there is any way to get this crossbow this playthrough. You can probably get it on new game plus and if you really want crossbow you can buy it from vendor its called the piercer
