#Restored Area with Zombies

In DLTB Restored Land, after killing most zombies, it said that the area was restored. However, I still find zombies in the area.
Is this a bug? Or a feature? If it is a feature, what does "Restored" mean?

The survivors are now playing games next to a group of zombies.
