Every time I open the game I have to wait a while until the shaders complete compiling. Is it normal? Isnt it supposed to be a one time thing and then is done?

The only times I have Shaders compiling is after a game update /graphics driver update.

Bro I wish the game compiled shaders every time it boots up, cuz if it doesn't do that, it compiles the shaders when I'm playing, and the game stutters a lot during this process.

You can force it to compile by clearing cache

No problem
If you experience Problems with games especially after updates in general first try cache clears. Sometimes during the patching process old junk files stay and confuse the system
