on NG+ i have x0 exp and on NG+2 i have x0.8 boost

i think it's a visual bug because (could be due to the xp nerf just theory) what i do to fix it's just a work around launch the game with internet make sure it says connected to servers and you have it set to game privacy set to singleplayer if you play solo once in game check that everything is synced up then disable internet it'll stay synced then
