I've been playing for a week and have beaten the game and despite I don't have legend levels despite seeing poeple have them

Legend Levels don't unlock until after level 15... Can be on NG or NG+, doesn't matter as long as you're level 15.

As stated above, you have to be level 15 to access Legend Levels.

there wasnt an option to do new game+ im gonna go check out my game build id

i played dying light 2 recently and the game has legend levels and has no poblems but with dying light the beast there were problems like legend levels not appearing and new game+ being nonexistent
