I recall earlier checking this area and the top hatch wasn't unlocked. May have been misremembering, but I found a note on one of the pylons saying to check one of the substations/electrical places near the Old Town. When I went back to the location, the hatch was unlocked. The panel itself seems strange and different from the usual panels, it has a fuzzy screen on it, and some weird characters on the keypad that relate to nuclear/atoms. There's also what looks like a wiring puzzle that doesn't seem to be active yet. The panel looks like it's still disconnected somewhere and needs to be connected. It also weirdly says on the top of the panel a reference to Techland. I'll try find the note again on the pylon and add it in.
