#Weird blur black and white screen

I get a blur effect black and white, not sure what is happening, it wont go way it's on story mode only, like a drunk blur going
i couldnt figure it out how to post a picture here to show

Ive try everything on story line, and on visuals, check the files, don't have any mods going on, isn't really unpleasant to not be able to play a game you just bought
