Extreme performance issues

I’ve tried all the variations of settings to keep my frame rate consistent but nothing works, going from 40fps to 20 to 10 back to 40 and back to 20.

The stuttering has been awful and unplayable, affecting both the general gameplay AND audio.

Specs:

CPU - AMD Ryzen 9 3900x 12-core

Graphics card - NVIDIA GeForce RTX 3060

RAM - 16GB

there is an easy fix for this turn on frame generation so u get over 60 fps and then turn on dynamic resolution scaling and make max fps 60
