I've been using every phone I encounter, you can use it once and then you can't use that phone again; I am talking about the old cord ones, like the ones in the train station, or the ones in some houses. But I dunno what are they for, does anyone know? It says X to use, I press X and nothing happens

I think that might be the case.
DL2 landline phones had messages playing when players interacted with it. Maybe they forgot to remove that function
