Changing difficulty from Story to Brutal also has an impact, as it changes the inventory quantity as well as selling prices of your own stuff, so effectively Brutal will lead to more legy weapons on the vendor.

@marsh axle stop spreading wrong info please.

• You do not need Level 15
• Its Doug and not both Vendors (Medival 1H Mace is therefore in Caves)
• Brutal does change the frequency of Legy weaspons
