You don't see it in the screenshot because I already took it, but it's right where I'm looking. It is inside the Darkzone. You enter from the roof of the building and need to find a vent a get down to the next floor and you'll find it next to an elevator shaft that you can open
You will also find more Expert Manuals on the next floor after going down the elevator shaft

I don't think it's related to level. It might be random, so it might just be one of the places it can spawn
