I managed to get it. If you go to the town hall vendor and run out front of the town hall to the fence right out of the tunnel you can go back to the vendor and it will have reset

I got it but God the prefixes suck
The only prefixes I seem to be getting is weapon throw power and damaged parkour attacks

Yes they are awful idk what they were thinking also the boosters aren't even worth using they are practically useless
