I've seen these phones in various locations throughout the map that do nothing when you "use" them. They look like the phones that had voicemails on them in DL2 but these play no audio when you activate them. Here's one in the Asylum in the room before the medical supply closet:
There's another one in the Warehouse to the left of the Industrial Park on the left side of the map as well

i think that when they reused some of the stuff from dying light 2 and since it's on the same engine, they probably forgot to remove that functionality

I thought that too but there's phones in the world with the same model that aren't interactable and have full physics, like this one in a house in Golden Pine:
