I got them at lvl 11 i think that is the hard locked minimal lvl you need to be to get them after that just loot darkzones untill you find

Go into industrial area and look in dark zones, I found a few there

i found a ton of them I have like 23 at this point even at old town, you just have to level up, i found the first at 11 or 12 level
