I've completed the mission all the way up to When you have to find radio transmitters in military convoys but the mission is blank with just the title. I've tried restarting the game multiple times.

I've got the same problem. The only option I've found is to revert to the last save. This is available in the main menu, but it tells me I'd have wasted 7 hours, so I'm looking for another solution.
Okay, I think I found the solution. In my case, at least I had to go back to Selby and talk to her again. Then the mission appeared correctly. I hope this helps.
