The spanish voices aren't avilable in Latin American (Mexico) console Region on Xbox Series, and the option to change the language is not included either (Option that shows up when changing the console region, but affects other games and console) (this option was avilable in DL 2)

No, but there's a Spanish Language voices and we only have English voices with text in Spanish. We can't even change that because Change Language option isn't enabled

I think they are not going to solve this because a was saying that doesn't work since the game launch, and nothing have changed.
