This looks like a shader cache issue. Go to the game in your games list, right click, properties, somewhere in there you will see "verify game files"

are you the gtx 970 guy ? it might be a vram issue try lowering resolution to 720p should be possible through game files

there should be a file called viedo.src open it with notepad and then change the resolution to 1280×720
