it keeps telling me I need to update, and then when I update and it finishes it wont let me launch the game and starts a whole other update. restarting console hasnt fixed it

Could you clarify more what is the issue? You are stuck on downloading screen right?

I have restarted yes

it keeps forcing me into game updates

it keeps asking me to update the game even though I have an everything is installed

Game is not installed? You can try deleting the game, restarting console and then starting download

the game is definitely installed it just keeps telling me I need to update it, so I start the update, it finished and I go to launch the game and it tells me there is another error and I need to complete an update

Try uninstalling the game and see if you can download it fully
