Is it possible to get the low level gear on Legend LVLs in NG+? Kinda liked the look of it better and I like using transmog :P

You can still find low level gear. There is also low level gear sets on the pilgrim outpost for like 20 tokens.

They just cycle through the same ones on the Pilgrim Outpost but thanks anyways
