all games/ new games are stuck in super speed super jump

my friend bough DL2 and the every game file/new save he is stuck in super speed super jump and all inhibitors are unlocked for him he is gen not cheating we have tried everything new saves and verifying game files on steam we haven't re installed the game yet as we want to know if there is a solution before just reinstalling it please help
