tower raid hasn't been completely released yet, all we had in the past were open betas
we still don't know if it's final build is coming anytime soon

Tower Raid or Jal quests are all accessible from the board in the corner of Jal's room or his boards in other major safe zones. Tower Raid itself seems to be an on/off/on again thing. Getting better with the bugs and glitches TR has tho.
