Icy spiters are basically redesigned spiters so they SHOULD count. Regular ones don't spawn during the event which means you gotta restart the game without event only to complete one bounty.

Anyway my point is that icy spitters should count because they REPLACE regular ones completely. It's not a problem to switch the game mode, yeah. But why not make player experience better with a small change like this? I'm giving a suggestion and it's up to devs to decide after all.
