Can I change faction after new game+?

I wanted to change peacekeepers faction to survivors but after I claim a windmil it automatically assigns to Peacekeepers

When you done a bandit camp or electrical station of whatever those are main points you can decide who get to control that area.... 😉

but after I claimed windmill it assigned it to peacekeepers. Would it change if I pick survivors later?

Windmills are not bandit camps...

windmills are linked to electrical stations, so if u gave an electrical station to PKs, all windmills within this electrical station will belong to PKs

If Windmill that u activated was assigned to PK automatically without you assigning that region to PK, then that windmill was in the "Quarry End" or "The Wharf" region.
There are regions that have preassigned faction ownership that u can't change and whatever u activate in those regions it will be assigned to a faction that owns it.

Preassigned Regions:

1. Survivors regions: Trinity and New Dawn Park
2. PK regions: The Wharf and Quarry End
3. Renegades region Newfound Lost Land (nothing to activate there tho)
