i do not know a fix myself, but here's one someone else found:
"Close the game fully, disconnect from the internet, launch the game, load into your save, reconnect to the internet and wait a bit for the game to register that it’s back online and you should be able to send invites/ join your friends."
I try and it doesn't work ://
i'd say try again and make sure you follow the steps really close, i'm trying to find more fixes
another fix i got from forums:
"Close the application. Go to network settings and disconnect from your internet. Then open the game, and load into the game. When you are in, go to online settings and make sure is says your are disconnected and in singleplayer. Then, go back to network settings and connect to the internet again. Give the game like 30 seconds to connect to servers, then change the game type to public and then you will be able to invite friends or accept their invites and join."
I think so but maybe problem of game settings or confing beacause i read on internet when i have over 300 friend on steam this game mode is not available. I deleted it and not working. Maybeis problem with game files, but what to do with them?
it doesn't work, I don't know what could be the problem. But I noticed that I can access the Internet from my phone, maybe I'm banned?
are you able to use internet on your computer outside of dl2?

i'm confused on your wording did you mean you deleted a bunch of your steam friends or were you referring to something else
some people say to try it the fix we spoke about earlier multiple times, but it's also mentioned you must do it every time you boot up the game
check that UPNP is enable in your router
Alternatively, if UPNP is not working (which appears to be the case) you can manually forward the ports required to you local (LAN) IP address:-
TCP: 27015, 27036 & UDP: 27015, 27031-27036

I did that, it didn't help, so then I completely disabled the TCP UDP firewall and it still doesn't work
if you're confident that upnp (or manual port forwarding) is working correctly, I would suggest opening a ticket with your ISP, they may have some Ellacoya traffic management (or similar) in place.
