try using the software the company provides(nvidia or amd)
you should be able to manually configure which gpu the game uses

so i disabled that integrated graphics card
and it still doesnt work
like it uses my graphics card but it only utilises 30%/25% of the graphics
probably bottlenecked by the CPU, what is it?

the game prolly does not use the full limits of the gpu
or your laptop manufacturer's foolishness led to a cpu bottleneck just as gary said
changing the windows power plan might help a bit, set it to 'high performance'
If its a laptop, be sure to apply that only to 'when plugged in'
I hardly have knowledge in hardware (bottlenecking and overclocking all that stuff), so are you asking for what CPU I have in my laptop? (If yes, Intel i5-1240P)
Graphics are all the way up, and even so in my friend's laptop (same specs), he has set it to low graphics and it still utilises 100% gpu
it sounds like the CPU is power limted (because its not absolutely terrible for gaming)
did you check the power plan as I mentioned earlier? it could be power limited
Also, what OEM is the laptop from? they could have applied their own power management

Yeah when I click on the dropdown, it shows two options. Maximum processor state, minimum processor state

yeah acer have definitely modified the standard power settings
you can just uninstall the acer power management to test if thats the cause
is it an Acer Nitro?

You can also configure power management options for high performance by following these steps:
Open the Run dialog box by pressing the Windows + R keys
Type powercfg.cpl and press Enter
Select High Performance under Select a power plan in the Power Options window
If the High Performance option is not visible, click the down arrow next to Show additional plans
Click Save changes or OK

it could be 'modern standby' as indicated by the last post, but I would be inclined to test by removing the acer power management program first
particularly if youre not comfortable with editing the registry

set the game on high priority. when you open it, enter task manager, details, right click on dying light 2 executable and hover your mouse on the priority and put high
also go into graphics settings in windows settings and add the dying light 2 executable and put high performance on it
won't do a thing, his performance is limited by the acer power management which is limiting power draw, and ergo clock speed
