This weird wall spawned on the door right as i finished picking up the dog tags, it blocks this exit but not the other.

Its done on purpose so there isn't an easy way into the GRE labs but it seems to spawn too early.

are you sure? there's no way to open them from the outside so thatd be rather trivial i believe

The way you enter the GRE lab from the roof is the only way the game wants you enter. Once you finish the GRE lab and leave out the door on the ground level it spawns that texture on the door shortly after so you can't easily access the GRE lab.
