what do you have the game installed on, It's prolly an ssd
it can kind of help mitigating it if you put the game on an nvme ssd
but you can not really do anything with it as this is the way techland manages lods and stuff
DL2 is already installed onto my NVMe...

And how did you solve it? I have almost the same issue, the game starts smooth, but after 30 mins more or less, drops the FPS very drastically
I have an i9 11900k, RTX 3080, 64 RAM and the game is installed on a NVMe SSD
check your resolution
Ultrawide: 3440x1440p, the game starts well, like in 105-115 fps, but after some playing, starts feeling laggy, and drops to 80-90 fps, if i continue to play, it could end up in 50-70 fps after 1 hr of gameplay
try lowering it
You can try "Intelligent standby list cleaner (ISLC" I use it , and it frees memory all the time
