Problem with the gre antennas

Hello my problem is the next i have all the gre antennas active except the one of the vnc tower but i cant activate it

Are you doing the quest to activate it or just you did climb up there?

i completed the story and I have all the other antennas active

I don't think you can finish the game without doing the Broadcast mission, you have to activate it then to progress the story

yes i did but the antenna apears desactivated

i cant send pictures
