Can't get past first inhibitor area

I'm at the first GRE crate that has inhibitors, in the mission where you get the biomonitor and whenever i pick the inhibitors up and press U to attempt to apply them it just says i dont have enough inhibitors and locks me in the skill screen

I think the only solution would be to just make a new save file and try again and make sure you verify your game files before starting
