Every clothes i find in GRE places are most times medic clothes, is this a bug or a coincidence, or maybe its supposted to be like that? If Yes, then where can I find the clothes with shield symbol?

Medic gear are always found in gre hospitals, especially in the chemical areas where's a chest that's blueish and a crystal

There is no way to get any gear piece guaranteed.
Most of the gear you could get are completely random, only brawler and ranger sets can be bought from harper and shen xiu via agent tokens.
Best way to farm gear is golden renegades at daytime. I would suggest old villedor since its smaller than the central, making it much easier to get these encounters
