Missing last inhibitor (125/126)

I have finished every main story quest, all side quests that award inhibitors, all facilities and activites, yet can't still find the last one for about 2 weeks now.

I have NOT started New Game+ as I want to level up my Parkour to the max.

Any ideas?

I've gotten that one. (The one in the Dark Hollow near Spruce Windmill) I got it in the middle of doing main missions.
No other inhibitors show up on the map or get pinged by the GRE detector.
