Elite mission bounty not complete after toxic work environment elite misson

I'm not sure if I'm wrong or I've read it wrong but it says complete an elite misson
Is there a hidden part where it needs to be done on co-op or is it bugged

I had to do 5 Elite Survivor missions for the bounty to actually complete, it’s pretty buggy

The one I finished when the bounty popped was the highway one.
