You need to complete all activites that grant them such as GRE Anomalies. Alongside that, you can only max out both after getting the bonus inhibitors which you obtain from NG+

I don't remember if they fixed it and there's more inhibitors on the map BEFORE NG+, I'm assuming so, but completing NG+ and getting the ones that you find around the map as bonuses on the save file is one of the sure-fire ways that you can max both Stamina and HP out

For now i collected i think all inhibitors because it says that i Collected Max inhibitors
