Safe codes should really respawn, as figuring out which clue was for which safe on a New game plus run is a pain. especially if you are going for things like the red ducks.

Yes they are in there, but they don't tell you what safe they go to.
Try telling which one means which when you have every single safe code. and can't remember which one belongs to which safe.

I feel a better way is take a idea from bioshock & put the corresponding clue on screen to the side of the safe lock
otherwise have the safe code collectibles be labeled better
because most safe codes are like this
