nightrunner tools not working in co op

So i have been playing with my friend and whenever i try n use paraglider or grapple they dont work grapple just says "cant use here" no matter wherr i am on the map and iv died multiple times when falling coz my glider wont deploy we are well past climbjng the vnc tower so both are unlocked i have completed the game on my end and both the glider and grapple are lvl 3
