Got 20 stars, spent them on the Ultimate Adornment package, when to the tree at night, put it on... nothing.
No tree evolution, no blueprint, and especially no Ultimatw Adornment Package... spent time, effort, and stars, but nada...

Did you ever get any resolution? I'm on Series X and it has done that twice. I grinded 40 stars and even rolled my game save back with no results.
